A master plan is a long-term strategy that is usually designed to be staged and can allow for evolving circumstances. In a heritage context, they are typically multi-faceted and accommodate new buildings/elements, upgrading/adaptation of the existing fabric, and repair/conservation works.

Typically, when seeking endorsement of a Master Plan, authorities will require a comprehensive Heritage Strategy to be prepared and implemented in tandem, which may include conservation works, appropriate upgrading or adaptation works, an interpretation program or archival recording of elements to be demolished.
